# Quorum approval

Quorum approval requires a defined minimum number of authorized approvers, for example three of five, before a custody action executes. Applied to transactions, whitelist changes, and policy edits, it removes single points of human failure and encodes the four-eyes principle banks already apply elsewhere.

## How rule-based governance uses quorums

A policy engine evaluates every request against rules: amount thresholds, destination whitelists, asset types, time windows, and the required quorum for each case. Higher risk means larger quorums and slower lanes; cold storage adds offline signing tokens to the quorum.

In Taurus-PROTECT the policy engine reaches down to the smart contract function level, so tokenization and custody actions follow one governance model.

FAQ:

- Can a quorum be bypassed by an administrator? Not in a properly designed system. Policy changes themselves require quorum approval, administrators are excluded from approving their own requests, and every decision is logged immutably for audit.
